WASHINGTON — Construction of new homes and apartments plunged by 17.6 percent in March, the biggest decline in 14 years and another possible indication that rising interest rates are beginning to take a toll on the economy. Meanwhile, wholesale inflation shot up 0.7 percent as energy prices soared. The Commerce Department reported Tuesday that builders started construction on new homes and apartments at a seasonally adjusted annual rate of 1.84 million units in March, down from 2.23 million units in February. “This is a bit of a shocker,” said David Seiders, chief economist for the National Association of Home Builders. “But I dont think this represents a fundamental downshift in the housing market. There were special factors behind it.”
WASHINGTON — The housing market is still booming, with construction of new homes rising 0.2 percent in May. Builders rushed to break ground on new projects to meet strong demand fueled by low mortgage rates. While the May increase was slightly below the 0.6 percent gain that had been forecast, economists blamed a decline in the South on the temporary effect of unusually wet weather in Florida and other parts of the South. They noted that permits for new construction, a key indicator of future strength, came in at a solid annual rate of 2.050 million units. “We still have a red-hot housing market,” said David Seiders, chief economist of the National Association of Home Builders. “Surveys of both lenders and builders are showing tremendous ongoing strength with little or no hints that anything is starting to fall.”

So Divo it is then, which is in one of those wonderfully grand, cream St Jamess buildings although you would not know it from inside. Inside it is velvet-blue curtains that arent so much swagged, as super-douperswagged. (Trust me, my dears, you have never, ever seen such swagging. ) And thence forward it is vast chandeliers, gilded candelabras, swirly carpets, ceramic knick-knacknoos, the occasional starey-eyed doll, a smattering of blue and white pottery and various dining-rooms: one ragrolled (trust me, my dears, you have never seen anything so Eighties), one with birds and flowers painted on the ceiling and one which, as it happens, appears to be hosting a group of rather glamorous young women. There is also a very big flat-screened telly showing picture postcards of the Ukraine, as the local office of a tourist board might do, and which would be a nice touch if only it were. If pressed, I would say it had been funded by the sort of big money which imagines that the Eurovision Song Contest is classy. If unpressed, I might even say much the same thing. Im early so I settle at the bar, which would be a modest structure if only it werent an enormous wooden canopy brightly decorated with a mural detailing Ukrainian folk scenes. The barmen wear red shirts and super-tight black trousers but thats OK, because they have nice, fruity bottoms and I do like a nice, fruity bottom. My barman is Polish and when I ask who the group of glamorous young women are, he says, They are from fashion.
And the clientele? Terrifyingly chic. Paul Smith-clad young men, Guccied young women, all of whom look 20-ish and as if theyve just stepped out of a promotional video for loft-living via Hulsta bedroom furniture. Fahrenheit 9/11 has been at the center of controversy since its genesis. The controversy grew more heated when the film won the top prize at the Cannes Film Festival and Moore received a standing ovation from the mostly European audience. Moore does more in this film than address corporate insensitivity (as he did in Roger Me) or assail the out-of-control American gun culture (Bowling for Columbine). He goes toe to toe with the president of the United States and his administration, brazenly suggesting that the Bush familys business dealings have had a direct impact on the presidents foreign policy. The film is laid out chronologically, beginning with a hilarious montage explaining how Bush won the state of Florida and thereby the 2000 presidential election. Moving to the White House, Moore portrays the president as village idiot, a man who is in so far over his head that his only recourse is to take vacation after vacation, leaving the day-to-day running of the office to the vice president. Bush was headed for a lameduck presidency, the film suggests, until September 11. Moore handles that day with sensitivity and cinematic panache. He provides no dramatic shots of the attacking planes or burning buildings, only the sickening sounds, over black, of the towers being hit. He then fades up to reaction shots of people on the street below, including a few screaming about jumpers.

The home theater category has been dominated by pricey new display technology, leaving little left over for complementary audio pieces. Consumers are spending more on TVs and less on high-quality audio components, a situation thats not likely to change in the near future, thanks to the popularity and affordability of all-in-one home theater packages. Whats driving this is display upgrade, points out CEA analyst Sean Wargo. Certainly people are spending more than they ever have in the past on the video portion of home theater, agreed Stephen Baker, director of industry analysis for the NPD Group. With flat panel displays capturing consumers attention and a large share of their home entertainment budgets, specialty retailers have either relinquished the audio add-ons to discounters or stocked up on inexpensive HTIB packages, giving up the margin that goes with higher-end components.
The phrase “home theater” used to be only a dream for most people, but the number of home theaters is growing. A theater-style setting would include speakers behind the viewers as well as in front, and a sound system sophisticated enough to provide separation from side to side and from front to rear. The intangible factor is the size and shape of the room; its easy to buy the wrong equipment for the setting. ONeil cites statistics showing that only about 7 percent of homes currently have home theaters, but that figure is expected to skyrocket to around 60 percent in the next few years. Increasing concerns over homeland security issues have put ever-higher levels of pressure on state governments that are often too beleaguered and too cash-strapped to have any hope of keeping up with security suggestions and initiatives from the feds. “New Hampshire is unique compared to a lot of states. There is a lot of security and high-tech expertise, particularly in Nashua, Manchester and Portsmouth,” Steinberg notes. “In addition, were a small state where people and companies are closely connected. Its the small boat versus the ocean liner theory. Were small enough to move quickly and take on a wide range of security issues, from power systems to healthcare records, throughout the state. We could become one of the examples that other, larger states look to when they are doing their own security initiatives.” Steinberg knew it would take an organized group effort to address the security needs of the state, as well as the help and backing of a major organization, as technology security and cybersecurity werent his only concerns. An effort to improve statewide security and meet homeland security needs will require coordination of security guard providers and perimeter fence manufacturers, too, among many others, he stresses.

TRAFFIC WARDENS are being given the same training as nightclub bouncers, to help them cope with a surge in “ticket rage” attacks by drivers. The Transport Committee for London (TCL) plans to raise council parking penalties above the rate of inflation, from pounds 60 to pounds 80 for central London and from pounds 40 to pounds 60 in outer London. Motoring groups say the increases, expected to be implemented on 1 April 1999 by the Department of Transport, will provoke more assaults. They accuse councils, which took pounds 239m in fines last year, of profiteering. Last month, the House of Lords rejected a Bill by London authorities to make it a specific offence to attack a warden, like an assault on police. Westminster council, which tops the league for the amount of revenue in parking fines, is training its staff in “non- confrontational” techniques. “We are disappointed the Bill was rejected because it was intended to protect staff,” said Alan Bradley, chairman of the councils environment and planning committee. Camden council is also considering training its staff in self-defence tactics used by police. Paul Clyndes, a traffic warden for Camden council and Unison branch health and safety officer, says his colleagues are worried that fine increases will inflame drivers further. He has been spat at, verbally abused and threatened with violence. After the television programme Clampers was screened, Mr Clyndes says assaults increased from one to four a week in his area. Ive had my sexuality called into question, Ive had things thrown at me and Ive been chased. Colleagues have had cars driven at them and been driven over. “It has become acceptable for people to vent their anger on us and treat us like second class citizens. But there is no bonus if we issue more tickets. The police should do more to prosecute the attackers.” The AA also condemns the increases, saying a rise in “ticket rage” is likely, and the changes contravene government guidelines stating the discount for council fines paid early should be in line with police penalties. The TCL says the increases are intended more as a deterrent. A spokesman added: “People get irate if they get a ticket, not because the price has increased.”

The task of code drafters is facilitated when they can proceed from the assumption that a single paradigm governs the lawyers role-either a paradigm encapsulating a theory of behavior (how lawyers ordinarily act) or a paradigm encapsulating a normative ideal (how lawyers should act). When code drafters rely upon multiple paradigms (for example, lawyers should act as clients alter egos and as officers of the court), inconsistent regulatory mandates can result, and lawyers may become confused about their functions. The ABAs 1908 Canons of Ethics, which prevailed in most American jurisdictions throughout the early twentieth century, suffered from an emphasis on inconsistent ideals.1 The bar was in a state of disagreement about lawyers roles and lawyers had no point of reference for determining how to act.2 Therefore, when the ABA adopted the first concrete professional code in 1969,3 it became important for the drafters to identify an over-arching theory. By emphasizing the lawyers place in the adversarial system, the 1969 code served a forceful unifying and educational function.4 Nevertheless, an ethics codes overemphasis on a single paradigm can lead to undesirable results. It tends to produce idealized rules that either rest on counter-factual assumptions or impose obligations on lawyers that are so inconsistent with their personal incentives that violations become routine. In modern times, an exclusive focus on the adversarial ethic seems less important than in 1969 because lawyers have developed a shared sense of core obligations to clients and of the part lawyers play in the legal system. The recent history of lawyer regulation reflects a desire on the part of the bar to fine-tune the basic message of the 1969 code-to recognize more nuances than, perhaps, a single image of lawyers can accommodate.5 The task of drafting professional rules is complicated by the fact that the public perception of the bar is not unitary. Society views lawyers in many different, and sometimes inconsistent, ways. These multiple conceptions influence code drafters. In practice, the modern legal ethics codes incorporate a number of “images” of lawyers as bases, or catalysts, for disciplinary rules. Relying on these images has consequences for how the codes treat lawyers and, as a theoretical matter, for how the rules should be drafted.

Other writers compare and contrast traditional and alternative medicine as a way of defining its practice. Western medicine is specialized; alternative care is holistic. Scientific practice is evaluated by its outcomes and its coherence with protocols; alternative therapy is not in conformity with the standards of the medical community and is considered to be unorthodox. Little is known about its safety, efficacy, or effectiveness (Gevitz, 1988; Lohr, 1997; U.S. Congress, 1990). The science of medicine is taught and practiced in universities and hospitals; alternative care is not widely taught is U.S. medical or nursing schools and is generally unavailable in American hospitals (Eisenberg et al., 1993; Engebretson Wardell, 1993). Insurance companies and federal and state governments pay for traditional medical care. With few exceptions (acupuncture and chiropractic medicine), alternative therapy has not been included as a health benefit by health insurance companies (Eisenberg, 1997). Recently, however, Oxford Health Plans announced its intention to offer coverage for alternative health care and provided its enrollees with a list of providers and services (Oxford Launches, 1998). Local air-quality regulators are going after operators of emergency backup generators with a proposed rule to reduce diesel emissions during routine testing and maintenance. As the administrator responsible for overseeing testing programs in my district, I faced a battery of questions, most of them concerning the assessment of students under the Individuals with Disabilities Education Act.

The citys Human Relations Commission scheduled a conference for last Thursday on “fair housing,” where, among other things, accessible housing for the disabled would be discussed. The meeting had to be postponed when disability advocates pointed out that the organizers had failed to provide sign-language interpreters and program materials in Braille as required by the Americans with Disabilities Act.
After a testy conversation with an employee about her absence and tardiness due to an alleged medical condition, the employer finds itself defending a human rights case of failing to accommodate the employees medical condition. The employer discovers that it has a duty to accommodate the employees medical condition to the point of undue hardship. An employers duty to reasonably accommodate arises from applicable human rights legislation. Section 7 of the Alberta Human Rights, Citizenship, and Multiculturalism Act prohibits employers from discriminating in any way against any prospective or current employee because of the race, religious beliefs, colour, gender, physical disability, mental disability, age, ancestry, place of origin, marital status, source of income, sexual orientation, or family status of that person or of any other person.

The study of charismatic leadership has received considerable attention from leadership scholars, practitioners, and other writers in recent years. Recent empirical studies and meta-analytic reviews demonstrate the powerful effects of charismatic leadership in organizations, including positive outcomes at the individual, group, and organization levels of analysis. For example, research has shown that charismatic leadership positively affects net profit margin (Waldman, Ramirez, House, Puranam, 2001), stock value (Agle, 1993), top management team motivation and cohesion (Agle Sonnenfeld, 1994), and follower perceptions of leadership effectiveness (Lowe, Kroeck, Sivasubramaniam, 1996). Furthermore, recent empirical evidence suggests the universality of charismatic leadership across national cultures, indicating that a relatively culture-free charismatic leadership profile may indeed exist (Carl Javidan, 2001). Given the convincing empirical support for the impact of charismatic leadership on positive organizational outcomes, many scholars have recently turned their attention to examining the interpersonal skills and competencies that may explain the effectiveness of charismatic leadership. A recent trend in leadership theory and research is the examination of social and emotional competence as key components of charismatic leadership. Since Salovey and Mayers (1990) seminal work on emotional intelligence, many leadership scholars have attempted to discern the relative contribution of interpersonal competencies to charismatic leadership. For example, Sosik and Megerian (1999) and Sosik (2001) found that self-awareness, a key aspect of emotional intelligence, predicted charismatic leadership and managerial performance. Research has also demonstrated that self-monitoring and social control are key interpersonal competencies that predict charismatic leadership (Groves, 2002; Sosik Dworakivsky, 1998). Furthermore, several studies have linked aspects of emotional and social intelligence to transformational leadership, which includes charisma as its most dominant dimension (Bass, 2002; Ashkanasy Tse, 2000).
SO MUCH FOR surprises. A recent survey by Mothering.com found that fewer than 20 percent of expectant parents will wait until their babys birth to find out its gender. And now, it turns out a few thousand American moms-to-be couldnt even wait until the 20-week ultrasound. In the past year, more than 4,500 bought the Baby Gender Mentors, a $275 blood test that claimed 99.9 percent accuracy in determining a babys sex at five weeks gestation. Although Acu-Gen Biolab provided no proof to back up that claim, the manufacturer did offer a 200 percent money-back guarantee if the results were wrong.
In the U.S., the efforts to improve gender equality can be seen in the legal arena and in the high visibility of cross-gender roles in various social settings, including home, school, and workplace (e.g., Coltrane, 1997; Gerstel McGonagle, 1999; Hallmark Armstrong, 1999; Nilsen, 2000). The legitimacy of male dominance has been challenged even in daily language, for example, the use of only he/his/him in discourse could draw accusations of sexism. In mass media, it has become more common to see women portrayed as assertive and independent and men as sensitive and nurturing. In the workplace, positive organizational culture includes themes of diversity and gender equality. In education, gender issues have been built in textbooks and discussed recursively in classrooms.

To the small business owner, the real question is, Where does the hype end and the reality begin? Is the Internet really a viable proposition for the traditional small business, normally constrained by lack of time, staff and money? 10 questions to ask yourself The best way to determine whether or not the Internet makes sense for your business is to apply a simple “yes” or “no” answer to 10 important marketing questions: 1. Do my clients require specific product information before they can buy my product/service? 2. Do I spend a majority of my time selling the benefits of my product only to be asked, “Can you send me more information?” 3. Is my long-distance phone bill more than $100 per month? 4. In fact, some of the Fortune 500 marketers have created sophisticated and complex Web pages that can literally run into the hundreds of thousands of dollars, and in some cases, the millions. But for the average small business, the investment will probably be in the $5,000 to $10,000 range. And remember, you must keep your Web site content fresh, or your prospects will have no reason to come back. Seeing your own World Wide Web site up and running on the Internet can be a proud moment for any business owner. It also can mean the start of a whole new way of doing business. It has the potential to increase productivity by extending operating time to a full 24 hours a day. But this will only happen if your business really needs this technology and can use it effectively. On June 12, magnet therapy took another step into the mainstream footwear industry. Capitalizing on the success of its MagneForce golf shoes, Florsheim Group Inc. expanded the brand with a new series of magnetic-insole dress and walking shoes. In particular, a study published in the January 1997 issue of the Journal of the American Podiatric Medical Association showed no difference in pain relief between magnetic and non-magnetic insoles. On March 8, 2000, the Journal of the American Medical Association (JAMA) published a clinical trial that also failed to find any therapeutic benefit in magnetic belts for back pain. Florsheim states that the MagneForce designers “were cautious at first, but worked extensively with Magnetherapy, Inc.”–a Florida-based company that produces a line of magnet therapy products called Tectonic. The shoe manufacturer cites testing by Tectonic and a report prepared by Magnetherapy to vouch for its magnetic insoles.
New evidence is giving credence to this curious form of pain relief–and may be silencing long-time critics in the process.In 1993, a patient of Carlos Vallbona, M.D., told him that a cushion made with small magnets had cured his lower back pain. Vallbona was skeptical. I thought it was a psychological effect, he recalls. There was nothing in the scientific literature that indicated magnets were helpful. Physicians and scientists ridiculed magnet therapy with good reason. Until last year there was not a speck of scientific evidence showing that magnets did what patients–and magnet manufacturers–claimed they did. In fact, one informal study, conducted at Lenox Hill Hospital in New York in 1991 by physical therapist Benjamin Gelfand, tracked a group of 24 patients suffering from bursitis, tendonitis, and lower back pain. The patients wore magnets 12 hours a day for up to six weeks and none experienced any pain relief that could be attributed to the magnets. Gelfand concluded that magnet therapy merited no further investigation.

Colorado Springs-area home sales continued their slide last month, although prices climbed slightly. Fewer people bought single-family homes in November: Sales dropped nearly 13 percent from the same time last year, according to the Pikes Peak Association of Realtors. Competition among sellers remained fierce. The number of homes for sale last month rose by almost 30 percent when compared with November 2005.
New home sales in the US rose 3 per cent in March to 577,000 from February. The figure was in line with market forecasts. Sales in western states jumped 39 per cent, the biggest increase since December 1981, according to the Commerce Department.
